Microsoft introduced Windows Aero visual effect (aka Aero Glass Theme) first in Windows Vista and then Windows 7. It got so popular Win7 became the most beautiful OS for desktops. But then it was dropped in newer versions. As you see, there is not Aero Glass visual style transparent effect in Windows 8 and 8.1. No glass, not transparency, but flat and opaque visual style theme.
The Aero theme lovers, who were geeks, had introduced some registry tweaks or developed many visual styles and themes for Windows 8 and 8.1 using DirectX. Now, it’s time to introduce Aero Glass transparent theme for Windows 10 to make it look like Windows 7 and Windows Vista.
Windows 10 preview builds show that Microsoft is not intended to bring Windows 7 like Aero Glass Transparency in Windows 10. The real reason is best known to Microsoft, however, it doesn’t make sense to users.

Among many Aero tweak experts, BigMuscle is one who brought Aero Glass effect for Windows 8 using DirectX, is working on Aero Glass for Windows 10 project. On a question about Glass in Win10, he said:
Since there are no large changes in Win10's DWM, you can expect Aero Glass for Win10 earlier than I previously expected. I can't specify the exact date, because some testing is still needed. So you can look forward to the real Aero glass effect which is 100% same as in Win7.
